整鞋及鞋材法规化学要求

Chemical requirements for finished footwear and footwear materials

——童鞋 Children’s footwear

1， 美国消费品改进法案CPSIA

US Consumer Product Safety Improvement Act of 2008

   — 涂层中总铅含量：限值要求为90mg/kg。

     Total lead content in surface coating: Less than 90mg/kg.

   — 基材中总铅含量：限值要求为100mg/kg。

     Total lead content in substrate: Less than 100mg/kg.

2，美国加州65号提案

   US California Proposition 65

    — PVC、软塑胶，乙烯基材料及合成皮革中三种邻苯二甲酸酯BBP，DBP和DEHP含量：每种邻苯二甲酸酯含量不得超过0.1%。

                      The contents of the three phthalates BBP, DBP and DEHP in PVC, soft plastic, vinyl material and synthetic leather: Less than 0.1% each.

——成人鞋 Adult’s footwear

1，美国联邦法规CFR

   US Code of Federal Regulations

    — 涂层中总铅含量：限值要求为90mg/kg。

                      Total lead content in surface coating: Less than 90mg/kg.

2，美国加州65号提案

   US California Proposition 65

— 油漆或涂层中总铅含量：90ppm

  Total lead content in paint or surface coating: Less than 90ppm

— 皮革（包括合成皮革）中总铅含量：300ppm

  Total lead content in leather (including synthetic leather): Less than 300ppm

— PVC材料中总铅含量：200ppm

  Total lead content in PVC: Less than 200ppm

— 其他材料（除方晶锆石CZ，水晶，玻璃或者莱茵石）中总铅含量：300ppm

Total lead content in all other materials other than cubic zirconia, crystal, glass or rhinestones: Less than 300ppm

— 可拆卸配饰中总镉含量：限值要求为0.03%。

  Total cadmium content in detachable accessories: Less than 0.03%

— PVC、软塑胶，乙烯基材料及合成皮革中三种邻苯二甲酸酯BBP，DBP和DEHP含量：每种邻苯二甲酸酯含量不得超过0.1%

The content of each of the three phthalates BBP, DBP and DEHP in PVC, soft plastic, vinyl material and synthetic leather: Less than 0.1% each.

欧盟 European Union：

根据欧盟REACH指令附件十七中的有关限制使用物质要求，持续性有机污染物法规相关要求以及欧盟关于鞋类产品生态标签要求，有如下管控建议：

Basing on the requirements for the restricted substances required in Annex XVII of REACH (Regulation (EC) No 1907/2006), the requirements stated in POPs regulation and the requirements stated in European Commission Decision about eco-label for footwear (2009/563/EC), below test requirements are recommended:

1， 皮革中六价铬含量：不得检出（检测限为3mg/kg）。

Hexavalent chromium content in leather: Not detected (Detection limit: 3mg/kg).

2， 鞋材中重金属砷，镉和铅含量：不得检出（检测限为100mg/kg）。

Heavy metals Arsenic, Cadmium and Lead contents in footwear materials: Not detected (Detection limit: 100mg/kg).

3， 甲醛含量：纺织品——不得检出（检测限为20mg/kg）；皮革——150mg/kg。

Formaldehyde content: Textile – Not detected (Detection limit: 20mg/kg); Leather – 150mg/kg.

4， 五氯苯酚和四氯苯酚含量：皮革——不得检出（检测限为0.1mg/kg）；纺织品——不得检出（检测限为0.05mg/kg）。

Pentachlorophenol and tetrachlorophenol contents: Leather – Not detected (Detection limit: 0.1mg/kg); Textile – Not detected (Detection limit: 0.05mg/kg).

5， 偶氮染料：不得检出（皮革及纺织品材料的检测限均为30mg/kg）。

Azo dyes: Not detected (Detection limit for leather and textile: 30mg/kg).

6， 有机锡化合物：四种有机锡化合物TBT，TPT，DBT和DOT，每种均不得超过0.1%（以锡计）。

Organostannic compounds: the content of each of the four organostannic compounds TBT, TPT, DBT and DOT: Less than 0.1% (as tin).

7， 富马酸二甲酯：材料中富马酸二甲酯含量不得超过0.1mg/kg。

Dimethyl fumarate (DMF): The content of dimethyl fumarate in footwear materials: Less than 0.1mg/kg.

8， 邻苯二甲酸酯：四种邻苯二甲酸酯BBP，DBP，DEHP和DIBP的含量总和不得超过0.1%；另三种邻苯二甲酸酯DINP，DIDP和DnOP不得使用。

Phthalates: The sum of the contents of the four phthalates BBP, DBP, DEHP and DIBP: Less than 0.1%; And for another three phthalates DINP, DIDP and DnOP: Not to be used.

9,      多环芳香烃要求

另外，针对其他一些常见的有害物质，如短链氯化石蜡，烷基酚乙氧基醚，全氟辛烷磺酸盐以及致癌、致敏染料等均不得使用于鞋材中。

In addition, for some other general hazardous substances, such as Short-chain chlorinated paraffin (SCCP), Alkylphenol ethoxylate (APEO), Perfluorooctane sulfonate (PFOS) and the dyes meeting the criteria for classification as carcinogenic and sensitizing to skin etc., could not be used in footwear materials.
